The water flows when the waterwheels are spinning but that’s not how waterwheels work. Waterwheels are spun by water that’s already moving (like a river) to create power. In the Motherload Mine the wheels are seemingly powered through some unknown method and they push the water to carry the pay-dirt to the sack.
