Clue Compas and Fairy’s flight won’t be the other relics in T3, but all the other teleport relics are really bad. Globetrotter and Eternal Jewler were mistakes of you picked them. Bank Heist was really outshined by compas, but I can’t think of any really good uses for it anyway. One of the more common uses for Clue Compas, outside of clues, was teleporting to bosses (Nightmare, DKs, and Barrows were big ones for example). Evil Eye does that, but better. This was also the case for Last Recall: it’s main use was bossing. Maybe they could put Evil Eye against Last Recall, but I feel like those would be too similar. Last Recall would also have an edge for Runecraft training that I don’t think anyone could ever justify passing up, unless Banker’s Note comes back. So I really can’t think of any other useful teleport relic, which makes me think Evil Eye will just be an unbalancedly powerful pick in it’s tier, or it will be put against non-teleport relics to create a weird and difficult decision. Side note: My goals for this league are at least max (stretch to 50m all skills), and all Master tasks.
