Carl Frey argues that Europe caught up with the US on manufacturing but lost on digital. Currently France are investing in Mistral (a national champion). But is this a waste of money given that they are behind the frontier. The question is about buy vs make. Frey argues that Europe will also lose on AI (and other emerging technologies) unless they can change the disparity between services and goods for internal tariffs.
