Water Surge also does all that, plus heals an extra 4hp and has a 15% chance to restore 7 prayer. Even if we end up with fewer than 30 points to spend or I’ve made an illegal detour through the ranged tree, the only thing lost is some accuracy, and you’re still rapidly restoring hp and prayer even if you miss every cast submitted by /u/turn-based-games
