“There are dozens of them: groups of foreign nationals in Switzerland who organize via Facebook, Instagram, or Telegram, are diverse, and are very active. They constantly arrange social gatherings with fellow countrymen. All sorts of activities are on the agenda for these adventurous expats: game nights and cooking workshops, church tours and concerts, trips to mountains and lakes, visits to Swiss wrestling festivals and chocolate factories, and much more. But not all of these recreational groups are solely about entertainment and harmless self-improvement. A few individuals clearly have other motives. In recent months, observers have noticed, among the vast number of expat groups, a particular number of Russian-speaking ones that show a distinct interest in a specific category of targets in Switzerland: critical infrastructure. (…) Since the start of Russia’s war of aggression against Ukraine, certain groups of Russian-speaking expats have repeatedly visited facilities and installations that would be of great interest to potential attackers and saboteurs: nuclear and other energy facilities, hydroelectric power plants, rail and airport infrastructure, logistics centers for the postal service and major distributors, emergency services and rescue organizations, biogas, water treatment, and waste disposal facilities—and even the Federal Palace in Bern. For instance, there are groups that have visited Swiss nuclear power plants up to three times since early 2024. They are interested in facilities such as the Gotthard Base Tunnel or, time and again, Zurich Airport.
