It’s dumb and pointless. You unlock it at level 59, before you unlock the spells it buffs, unlike Charge on normals which is an upgrade you unlock later. It has no downsides whatsoever to be used so there is never any time you wouldn’t want it on. It’s already been changed from a 1 minute buff to a 3 minute buff (15 with purging staff) but it should have been removed altogether, and the effects should be baked into all of the spells it currently buffs. submitted by /u/Soft_Yellow_5231
