The STASH used to be an exception to a rule in that it used to allow you to store the menaphite clothing without storing a sceptre. For the simple reason (I think) that A the sceptre is quite rare and B most players teleport there with a sceptre already as that’s the most convenient way to travel there. However, ever since the clue rework, items can now be taken from a player’s worn items, meaning there is no way to store the clothes without storing the sceptre. You also cannot circumvent this by dropping the pharaoh’s sceptre on the ground as that option does not exist, at least not without uncharging the item.
