CoX is a 9-year-old raid with a reward table overloaded with uniques that have remained uncontested BiS despite a decade of new content and items entering the game. By comparison, ToB’s reward table has been slowly deprecated. The Rapier has been powercrept out by the Fang and the Sang has been powercrept out by the Ayak. Justiciar is technically BiS tank armour but has very little relevance in PvM. ToB’s reward table is hard carried by the only two remaining BiS items: Scythe and Avernic which combined account for ~90% of profit from the raid. This is where the TFA rewards become concerning. The Rondache eats into use cases for melee offhands occupied by Avernic but it might not create more uses by itself. We don’t really know yet. The TzHaar-Ket Breaker shares Scythe’s defining large-target damage scaling mechanic and therefore has substantial overlap in use cases with the Scythe. I won’t claim to have the perfect solution, but whether the solution is a redistribution of uniques between the two raids, or something radically different, Jagex needs to solve this issue before another raid enters the equation. I am surprised that despite having advance knowledge of the TFA rewards, Jagex did not pursue more substantial improvements to the Rapier and Sang during the Summer Sweep-up, so that could be a good start. This is not something that can afford to be kicked down the road with another promise to revisit it later. The health and longevity of end-game PvM matters. The CoX prayer scroll frustration is also felt far and wide. If decisively solving this issue is too much for Jagex to manage concurrently while preparing TFA for release, I am sympathetic to that, but in that case TFA needs to be delayed because frankly this is more important. Releasing TFA without addressing this will be damaging to the game and poses a substantial risk of seriously eroding the relevance of ToB’s two remaining BiS uniques.
