The cantons are directly responsible for the planning, construction, and actual operation of these correctional facilities. The Swiss Federal Audit Office (SFAO) examined whether the Federal Office of Justice is granting these construction subsidies in compliance with both legal requirements and the principles of economic efficiency. Furthermore, they looked into whether the subsidized facilities actually meet the real-world demands of enforcing sentences and measures.
