The enforcement of penal sentences and measures is a joint task shared between the Swiss Confederation and the cantons. The cantons are directly responsible for the planning, construction, and actual operation of these correctional facilities. The Swiss Federal Audit Office (SFAO) examined whether the Federal Office of Justice is granting these construction subsidies in compliance with both legal requirements and the principles of economic efficiency. Furthermore, they looked into whether the subsidized facilities actually meet the real-world demands of enforcing sentences and measures. Charging 5x the cost for inmate labor and building oversized cells without clear proof that it improves prison life—does this sound like a typical case of Swiss administrative waste, or is there a justification we are missing here?
