Since thralls are just so much DPS and you can’t use them when casting spells, they decided to balance elemental magic by giving huge max hits with today’s unpolled amulet update. Raids will drop elemental motes that will add 2 maxes to all elemental spells, and if they add to the base damage again so it gets multiplied like the amulet, harmonized staff will outperform shadow at multiple places. It might even outperform shadow at some places already like Whisperer.
