The plan itself is more interesting than any of the reactions to it. Amodei actually admits, in his own writing, that competitors agreeing to slow down together is structurally a cartel, then asks the government for a narrow antitrust waiver to do it anyway. A White House adviser called it regulatory capture two days later.
